"Little Saigon" or "Vietnam Town"

Panographed is the 20-acre Vietnam Town located on Story Rd.. It has been the center point of the conflict of naming "Little Saigon" that paralyzed San Jose city council for months. It is a private development on Story Road just west of McLaughlin Road, where Lap Thanh Tang plans a 275,000-square-foot commercial development. The site is currently fenced off. He said he plans a Santana Row-like development, a mini-city, an urban experience. He is selling the units rather than leasing them, in recognition of the immigrant's desire to own rather than rent.

The conflict seems causing the construction on Vietnam Town to be halted since the end of 2007 or so. The slow pace of work has apparently caused the lender, United Commercial Bank, to halt disbursements until the issues which have caused the delays and slow pace of work to be resolved. More troubles follow with the civil claim against TWN Investments -- the developer behind the 275,000 square-foot Vietnam Town retail complex -- and its general contractor is the latest signal of the development's ongoing troubles. Construction on the 915 Story Road job has been stopped since roughly October. Only the foundation has been laid.

The plaintiff, Pacific Concrete Specialties, of Atwater, is one of several subcontractors who have filed mechanic's liens with the Santa Clara County Clerk-Recorder against TWN. In total they claim about $2 million in unpaid balances. Also unpaid is the project's general contractor, Reeve-Knight Construction Inc. in Roseville, which says it is owed in excess of $3.7 million, according to its lien. (Mar 8, 2008)
